The Bangkok Regional Hub (BRH) is the UNDP presence at regional level, which supports the work of the 24 Multi/Country offices in the Asia and the Pacific region.  The Operations Support Team (OST), as a shared structure between the Hub and the Thailand Country Office and located in BRH is a provider of a variety of time-sensitive operational services to the Hub and, the UNDP Thailand Country Office [CO], their clients, and other UN agencies.

Under the guidance and direct supervision of the Manager – Operations Support Team, the ICT Specialist leads the provision of ICT services, develops and implements ICT management systems, provides information management tools and technology infrastructure.  S/he promotes a client-focused, quality and results- oriented approach in the Unit. The ICT Specialist supervises and leads the ICT Unit. S/he works in close collaboration with the management, all units of the Bangkok Regional Hub, UNDP Thailand CO, Information & Technology Management (ITM) and with UNDP HQs staff to successfully manage and deliver ICT services.

The ICT Specialist is also responsible for Regional ICT coordination in the Regional Bureau for Asia and the Pacific (RBAP) under BMS/ITM for which a matrix management arrangement is established. S/he establishes close links with Country Offices to coordinate and provide services and advice to the Country Offices. The ICT Specialist is the focal point for ICT/Digital related matters for Country Offices in RBAP Region. S/he proactively collects the day-to-day problems associated with ICT/Digital matters and represents the Country Offices of the region in the recovery of problems for better resolution, when necessary. The ICT Specialist is the focal point for the implementation of global solutions at country offices level, coordinates and ensures unified and standardized deployments of ICT/Digital infrastructures in country offices. The ICT Specialist works under the supervision of Global ICT Coordinator of HQ/BMS/ITM for his/her responsibilities to coordinate ICT/Digital related activities. It is expected that this task will take about 30% of the ICT Specialist's working time.

Position Purpose

Effective delivery of ICT services, consistent with UNDP rules and regulations. The ICT Specialist is responsible for managing the ICT operations of the Country Office and the Regional Service Center and supervises the staff in the ICT team. For the regional ICT coordination component, the ICT Specialist works in close collaboration with teams of all units in the Country Office, the Bangkok Regional Hub and HQ/BMS/ITM, to resolve complex ICT/Digital related issues and provide ICT/Digital solutions for UNDP Programme, Projects and Business Processes, in liaison with the Global ICT Coordinator of the HQ/BMS/ITM Unit. S/he also works in collaboration with ICT/Digital Coordinators from other regions.

Qualification

Duties and Responsibilities

Provides leadership and strategic direction in ICT through:

  • Identification of innovative approaches and modalities to achieve management targets;
  • Serve as focal point for ICT issues for BRH and COs in the region;
  • Manage ICT team, including contracted staff for software development and development of common platforms for use of BRH and COs (including SharePoint, etc.)

Leads implementation of ICT strategies and introduction and implementation of new technologies, through:

  • Full compliance with corporate information management and technology standards, guidelines and procedures for the BRH and CO technology environment;
  • Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT;
  • Business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in ICT management, control of the workflows in the ICT team;
  • Participation in office business process re-engineering activities and ensure that business needs drive IT solutions related to corporate resource management;
  • Supervision of market research and analysis, and introduction of new technology for country office system updating and improvement;
  • Provision of advice on and assistance in procurement of new ICT equipment for BRH, Thailand CO and projects, provision of technical specifications and information on best options in both local and international markets;
  • Development and update of the ICT annual plan and road map.  Development and update of the business continuity plan, disaster recovery plan, ICT infrastructure and training plans.  Follow up on their implementation;
  • Supervision of support provided to the use of Quantum (ERP) functionality for improved business results and improved client services.

Manages CO hardware and software packages, through:

  • Ensures BRH and Thailand CO hardware and software platforms meet the UNDP corporate standards and the CO key business processes;
  • Provision of advice on maintenance of equipment and acquisition of hardware supplies;
  • Supervision of the implementation of corporate UNDP systems;
  • Leadership in development of new software for high impact results (e.g. office management system, document management, intranet, etc.).

Ensures efficient networks administration, through:

  • Monitoring of the computing resources to provide a stable and responsive environment;
  • Supervision of operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access;
  • Monitoring of backup and restoration procedures for both server and local drives;
  • Timely upgrade of LAN infrastructure and internal connectivity to meet UNDP requirements;
  • Provision of technical advice on network administration to other agencies as required and monitoring preparation of bills for cost-recovery for the services provided.

Provides web management services, through:

  • Identification of opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (e.g. office management systems, donor profile software, knowledge management systems);
  • Creation and technical maintenance of the BRH and Thailand CO websites and intranet;
  • Provision of technical advice on web management to other agencies as required and monitoring preparation of bills for cost-recovery for the services provided.

Ensures facilitation of knowledge building and knowledge sharing in BRH and across the RBAP Region, through:

  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision;
  • Organization of training for BRH and Thailand CO staff on ICT issues;
  • Synthesis of lessons learned and best practices directly linked to ICT management, keeps abreast of latest developments in the fields of ICT;
  • Sound contributions to knowledge networks and communities of practice, including regional and global management platforms on ICT.

Provides Regional ICT Coordination services, through:

  • Forming close links with relevant ITM units and Asia-Pacific COs to ensure coordinated and complimenting services and guidance to the COs;
  • Serving as focal point for ICT issues for COs in Asia-Pacific region – Proactively collects common issues related to ICT and represents Asia-Pacific COs in escalating issues that need ITM’s attention/intervention for resolution where required;
  • Working in close collaboration with the ITM Unit for resolving complex ICT-related issues;
  • Advocating ICT Managers in Asia-Pacific for adoption of corporate initiatives and standards;
  • Conducting ICT Assessments for COs in Asia-Pacific;
  • Supporting ITM and Asia-Pacific COs in implementation of ICT Strategy.

Cross-Functional & Technical competencies

  • Information Management & Technology - Solutions Architecture:
    • Ability to design and manage the information system architecture supporting corporate business processes.  Design integration strategies and approaches to integrate of one or more applications or services to maintain a coherent and effective IT architecture.  Knowledge of ISO 20000 and IT operations.  The Open Group TOGAF9 or Open CA, ITIL Master certification, or DevOps or similar certification desirable.
  • Information Management & Technology - IT Customer Support:
    • Ability to support customers on IT related issues and generate and contribute to continuous improvement processes to deliver a great user experience.  Knowledge of ISO 9001 desirable.  ITIL certification or similar is desirable.
  • Information Management & Technology - Network, Communication and Infrastructure Management:
    • Ability to develop/integrate/operate/manage IT network, communications, Cloud or on-premise infrastructure, and new technologies like IoT.  Cisco CCIE CCNP or similar is desirable.
  • Information Management & Technology - IT Continuity and Disaster Recovery:
    • Ability to advise on IT continuity and disaster recovery.  Knowledge of ISO 22301 an asset.

Required Skills and Experience

Education:

  • Master’s degree in Information Systems, Information Management, Computer Science or related discipline is required;
  • Bachelor’s degree in related discipline with additional 2 years of relevant experience will be given due consideration in lieu of Master’s degree.

Experience:

  • 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of relevant working experience, including development and implementation of ICT strategies,
  • management and supervision of ICT services and teams, hardware and software platforms, telecommunications facilities,
  • knowledge of Windows-based packages/applications, experience in web design and development of web-based office applications;

Language:

  • Fluency in English and Thai.
