The Regional Office for RAP is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RAP also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. Job description

The post is located in the Emergency Centre for Transboundary Animal Disease (ECTAD) in the RAP office. ECTAD RAP is dedicated to working with the governments in the region in preventing and controlling emerging infectious and zoonotic diseases working closely with national stakeholders in the animal production and health sector.

Reporting Lines

The Operations Assistant reports to the Budget Holder through the International Operations Officer of ECTAD in FAORAP.

Tasks and responsibilities

  • Assist in the day-to day operations work of the assigned field projects of ECTAD in the Asia and the Pacific Region;
  • Upon instructions, assist with project staff recruitment including contacting candidates, screen applicants, organise interviews and draft selection reports;
  • Assist in maintaining project personnel, including keeping detailed track of the status of project staffing and initiating payment requests for settlement of honorarium of consultants;
  • Receive, screen, maintain control of and route correspondence, reports and other material;
  • Upon instructions, initiate administrative transactions in the Organization’s computerized financial and travel systems, and purchases (i.e. Field Budget Authorizations, Field Disbursement Authorizations, Purchase Requisitions and Local Orders) as well as preparation of Travel Authorizations (TAs) and processing of Travel Expense Claims (TECs);
  • As instructed, request visas/UN security clearances and make necessary follow-up with FAO/UNDP Offices;
  • Assist in the adjustment of budget revisions for assigned projects operated by ECTAD at RAP and in updating Quarterly Project Implementation Reports;
  • Prepare requests to initiate purchasing of material/equipment to the field;
  • Assist to ensure the data in FAO’s Field Project Management Integrated System (FPMIS) relating to EODs, NTEs, Project Task Forces as well as on pipeline projects are kept up-to-date and that essential project documentation is posted timely in FPMIS
  • Assist in monitoring the field programme implementation of Avian Influenza Programme in Asia and the Pacific Region;
  • Undertake other related duties as required.

Qualification

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

University degree in Business Administration, Economics, International Development or any related field;
• Minimum of 2 years of relevant experience in general administration, project management or operations;
• Excellent knowledge of English.
