Job description

SNV Netherlands Development Organisation seeks a Regional Cooperation Specialist for the Southeast Asia regional Core Agriculture Support Project (CASP) Phase II. This project will support the Asian Development Bank and the governments of the Greater Mekong Sub-region (Cambodia, China, Laos, Myanmar, Thailand and Vietnam) to create a more integrated, climate-friendly agricultural sector in the GMS. The outcome will be enhanced market access for environment-friendly agricultural products, particularly certified products using reduced agrochemicals. The five outputs are: (i) strengthened regional framework and capacity for agri-food quality management; (ii) established electronic trade of environmentally-friendly agri-food production of smallholders; (iii) increased adoption of gender-responsive and climate-friendly agriculture; (iv) facilitated knowledge management and dissemination; and (v) strengthened regional cooperation on agriculture in the GMS.

Responsibilities:

  • Undertaking strategic consultations with the GMS Working Group on Agriculture (WGA) and Working Group on Environment (WGE) to support alignment and build the agriculture and environment sustainability in the GMS program;
  • Monitor the formulation of the regional investment framework (RIF) and its sector outputs; identify and coordinate relevant inputs from RIF into the CASP II operations and provide feedback to the GMS Secretariat on enhancing CASP II mainstreaming into RIF formulation;
  • Facilitate and coordinate the CASP role in the GMS task force urban development in corridors;
  • Responsible for multi-sector coordination between CASP operational work program, and working of the various GMS working groups and GMS Secretariat at ADB headquarters, including in the organization of high-level GMS meetings such as Senior Officials Meeting, the Economic Corridors Forum and the Ministerial Conference;
  • Help prepare resource papers, in consultation with CASP, GMS secretariat and/or ADB sector divisions concerned, for follow-up actions on directives from the Fourth GMS Summit, GMS ministerial conferences, meetings of GMS forums and/or working groups, and other high-level follow-up activities or GMS-related events;
  • Provide the required documentation for substantive preparations for GMS WGA and WGE and other activities;
  • Support ADB Project Officer in managing and operating relevant development partner coordination matrices and other analytical inputs;
  • Participate in missions and GMS meetings as required.

Qualification

General Qualifications

  • At least a university degree or equivalent qualification in agriculture, natural resource management, or other relevant field
  • At least a minimum of 10 years of relevant experience implementing projects related to climate smart agriculture, value chain development, gender-sensitive agriculture and/or agribusiness development
  • Experience in implementing projects in the Greater Mekong sub-region
  • Strong interpersonal and communication skills
  • Past experience with the ADB is desirable
  • Proven capacity to work with teams operating at a distance
  • Excellent communication skills in written and spoken English

Type of Contract:

  • Employment contract with a competitive international salary package and possibility of extension.
  • The position will be full-time in 18 man-months and based in Bangkok, Thailand.
  • The fee rates and per diems will be covered and consistent with ADB norms.
  • Airfare assumptions are based on the highest cost assumption regarding consultant residence.
  • Start date is estimated in April 2016
