Purpose of the Position
The 364 day Temporary Appointment (TA) is established to facilitate sustainable adoption of ICT towards Universal Health Coverage for HIV and AIDS and other regional programme priorities in the Regional Office Management Plan (ROMP) period of 2014 – 2017. The TA will also foster regional partnership with WHO, Asian Development Bank, the Asian eHealth Information Network, Plan International and other partners, including the private sector, as well as cross-sectorial linkages between regional programme sections.
Accountable for formulation, design, planning, implementing, monitoring and evaluation of ICT for HIV/AIDS, Universal Health Coverage (UHC), system strengthening and cross cutting programmes (i.e Health, MCH, Child Protection and Adolescents). Ensures overall efficiency and effectiveness of the adoption of sustainable ICT with an emphasis on equity, gender equality, security and privacy
ACCOUNTABILITIES and DUTIES & TASKS
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
- Enhance effective project, sectoral or inter-sectoral ICT planning, development and management by leading, guiding, coordinating and supporting the timely completion of the Situational Analysis and its periodic update through accurate and complete monitoring and analysis, and the timely preparation or finalization of sectoral input.
- Support knowledge management by drafting or finalizing documents and reports such as the Universal Health Coverage (UHC) ICTen recommendations and Plans of Action as well as through orientation and training programmes targeted at Government authorities through the Asia Pacific eHealth Information Network (AeHIN), WHO and the Asian Development Bank (ADB). Ensure exchange of knowledge, information, experience or lessons learned, highlighting gaps and bottlenecks in integrated service that could be addressed through implementation of ICT to achieve equity, UHC and gender equality; provides solid technical recommendations on major programme directions and on introduction of new ICT initiatives in the region.
- Enable UNICEF to enhance rights-based interventions for children, including the right to identity at birth (this includes the complex issues of migrant/stateless children born to HIV-positive mothers, especially in countries where HIV prevalence is high among migrants and female spouse of migrants – as a point of awareness in ICT-related plans.) ICT-based interventions that emanate from existing HIV/MNCH Continuum of Care with the focus on Unique ID could be expanded to CRVS and birth registration and further, to UHC and others through engagement in the formulation of programme/project, strategies and approaches. Bring coherence, synergy and added value to eHealth, mHealth, enterprise architecture, standards, interoperability, unique IDs using a gender-sensitive results-based management approach to planning and design, implementation, monitoring and evaluation.
- Takes primary responsibility for the development of the ICT for HIV/AIDS/UHC agenda, system strengthening and cross cutting programmes sectoral work plan and technical decisions as well as for project management, implementation and monitoring of assigned project/sectoral activity, in compliance with the defined strategies and approaches. To emphasize promoting a shared understanding and approach to using ICT for the post 2015 development agenda.
- Ensure project, sectoral or inter-sectoral efficiency and delivery through a rigorous and transparent approach to evaluation. Participate in major evaluation exercises, programme reviews and annual sector review meetings with regional partners eg. WHO, ADB and AeHIN as well as industry experts. Contribute to preparations of annual HIV/AIDS sector status reports, ensuring that quantitative and qualitative lessons learned in equity, age and gender disparities in HIV/AIDS as well as ICT-based interventions are included as a standard feature
- Promote the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes.
- Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Monitors and submits financial status reports to management in compliance with the regulations and guidelines.
- Ensure exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve HIV/AIDS programme requirements and objectives using ICT. Conduct field visits to monitor programmes and conduct periodic programme reviews with Government counterparts and other partners.
- Collaborate with Communication and Programme Communication groups to assess and explore the use of effective social media platforms and applications for adolescents and other HIV-related interventions.
- Collaborate with UN and other regional partners on using big data/social networking data – as more adolescents go mobile and get online – to better understand behavioural risks, behavioural patterns, attitudes, preferences and opinions for the design of programme/adolescents participation interventions, as well as ensure they are part of the on-going UNICEF Situation Analysis.
- Overall coordination with Regional Advisers and HQ Officers. Collaborate with other regional specialists and country specialists to ensure the integration of the project/sectoral programme with other sectors, seeing that ICT interventions are mainstreamed across sectors where possible.
- Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve UHC using ICT and HIV/AIDS programme goals. Advocate for catalytic funding for governments to make smart investment in eHealth, mHealth, Unique ID and identity management system in support of UNICEF’s partnership with ADB and WHO WPRO.
Qualification
Qualifications of Successful Candidate
- Advanced university degree or equivalent in one or more of the following disciplines: systems engineering, Information Technology, eHealth, mHealth, Master data management, Business process reengineering, application development, IT program management, Informatics, Information and Mobile and Communication infrastructure, Identity Management - IT Security and Privacy, or a field relevant to international development assistance in HIV/AIDS, UHC and system strengthening using ICT.
- At least 10 years of relevant professional work experience. Experience working in the UN or any other international development organization. Background/familiarity with Emergency.
- Fluency in English is required
