Background information-Senior Payroll Associate

The UNOPS Global Shared Service Centre (GSSC) is a Corporate Support Practice Group (CSPG) unit established for the purpose of providing internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The GSSC, among other functions, carries out high-quality transactional services within the area of personnel contract administration, benefits & entitlements and payroll. To ensure increased cost-efficiency and consistency with UNOPS systems, GSSC is now expanding its services to include both Individual Contractor Agreement (ICAs) and UN staff members.

Under the direct supervision of the Payroll Specialist, the Payroll Associate ensures effective delivery of global payroll services to UN Staff Members, ensuring high quality, accuracy and consistency of work. The Payroll Associate provides technical and functional payroll expertise for the processing of payroll for UN Staff Members in line with UNOPS rules and regulations.

The Payroll Associate promotes a client oriented approach in providing payroll services to UNOPS and its partners.

The Payroll Associate works in close collaboration with other offices to resolve complex payroll-related issues and ensure consistent service delivery. The Payroll Associate partners directly with counterparts in the Payroll and Finance units for finalization of payroll and process improvements including and through the use of information technology and communication tools.

He/she works in close collaboration with the Programme, Operations and project teams in the field offices and UNOPS HQ staff ensuring successful performance in payroll management.

 

Functional Responsibilities

Summary of Key Functions

  • Timely administration of payroll, banking and disbursement services to UN Staff Members
  • Assist in producing payroll reports and queries
  • Provides operational support on payroll related matters
  • Payroll systems development, testing and maintenance
  • Knowledge building and knowledge sharing

1. Ensures timely administration of payroll, banking and disbursement services to UN staff members focusing on achievement of the following results:

  • Full compliance of UNOPS payroll processes and procedures within UN/UNOPS rules, regulations and policies
  • Increased efficiency of payroll transactions including calculation, recalculation, and reconciliation of payroll and administration of retroactivity, recoveries and adjustments
  • Maintenance of records (amounts, currencies and schedules) and processing of recovery in UNOPS ERP System of all payroll-related advances which are paid out in the system
  • Increased client and partner satisfaction, client understanding and confidence in UNOPS as credible service provider

2. Assists in producing various payroll reports and queries focusing on the following results:

  • Accurate payroll data resulting in reduction of recoveries, advances and other exceptional payments
  • Timely and accurate determination and processing of staff benefits and entitlements.
  • Audit checks and balances for due diligence and financial accountability within the Financial Rules and Regulations of UNOPS
  • Monitor and take corrective action on Payroll reports which indicate unusual or questionable activity and payment
  • Maximize the use of technology to keep the client informed of their payroll elements and changes thereto

3. Provides operational support on payroll related matters fostering partnership with internal and external stakeholder to achieve following results:

  • Ensures that employee destination banks are correctly set up to achieve fluidity of payments
  • Ensures full understanding of all available payment methods specifically to facilitate timely payments to employees in all countries
  • Supports the review and analysis of data for bank reconciliation when required
  • Performs payroll helpdesk and end-user support functions
  • Timely corrective actions on technical issues by escalating to technical support
  • Timely provision of requested information and data to the integration points
  • Out of hours support and performing other related tasks as required

4. Contributes to payroll systems development, testing and maintenance

  • Performs testing for the accuracy of the implementation and/ or system enhancement

5. Contribution to knowledge building and knowledge sharing by focusing on achievement of the following results:

  • Conceptualizing and recommending further process improvements
  • Synthesis of lessons learned and best practices in payroll/reporting

Qualification

Education/Experience/Language requirements

Education : High school degree is required.Secondary Education with specialized certification in Finance an asset. A BA and MA will substitute required years of experience.

Experience : 6 years of relevant experience in providing Payroll or Accounting services.. Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions) and experience in handling of web-based management systems.

Language Requirements : Fluency in written and oral English. Knowledge of second UN working language desirable.

Contract duration : 1 year, renewable subject to satisfactory performance and funding availability
