Background information-Payroll Accountant
The UNOPS Global Shared Service Centre (GSSC) is a Corporate Support Practice Group (CSPG) unit established for the purpose of providing internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The GSSC, among other functions, carries out high-quality transactional services within the area of personnel contract administration, benefits & entitlements and payroll. To ensure increased cost-efficiency and consistency with UNOPS systems, GSSC is now expanding its services to include both Individual Contractor Agreement (ICAs) and UN staff members.
Under the direct supervision of the Finance Specialist, the Payroll Accountant ensures effective delivery of global payroll accounting, ensuring high quality, accuracy and consistency of work. The Payroll Accountant provides technical expertise for the processing of payroll for UN Staff Members in line with UNOPS rules and regulations. The Payroll Accountant promotes a client oriented approach in providing payroll services to UNOPS and its partners.
The Payroll Accountant works in close collaboration with other offices to resolve complex accounting issues and ensure consistent service delivery. The Payroll Accountant partners directly with counterparts in the Payroll and Finance units.
He/she works in close collaboration with the Programme, Operations and project teams in the field offices and UNOPS HQ staff ensuring successful performance in payroll management.
Functional Responsibilities
Summary of Key Functions
- Ensures effective delivery of global payroll accounting
- Produces payroll accounting reports and queries
- Knowledge building and knowledge sharing
1. Ensures effective delivery of global payroll accounting
- Perform timely period and year-end payroll general ledger account reconciliations
- Prepares and processes Journal Vouchers and other accounting adjustments
- Performs monthly reconciliations of staff receivables and payables and ensures errors or issues are resolved in a timely manner
- Performs analytical reviews of payroll transactions to identify errors and drive compliance to payroll guidelines. Analysis may require preparation and use of financial tables, special reports, and other ad-hoc reports
- Assists Payroll Team Leads in maintaining and monitoring the monthly GSSC Payroll and Pension processing calendar
- Updates and documents all Payroll/Pension processes through the Standard Operating Procedures(SOPs)
- Prepares financial tables, special reports, and other ad-hoc reports
- Responds to payroll processing, staff receivables/payables enquiries and provides support, advice and guidance to clients in Headquarters, Regional Offices, Country Offices and other entities serviced by the Centre
2. Produces various payroll accounting reports and queries focusing on the following results:
- Accurate payroll data resulting in reduction of recoveries, advances and other exceptional payments
- Timely and accurate determination and processing of staff benefits and entitlements.
- Audit checks and balances for due diligence and financial accountability within the Financial Rules and Regulations of UNOPS
- Monitor and take corrective action on Payroll reports which indicate unusual or questionable activity and payment
- Maximize the use of technology to keep the client informed of their payroll elements and changes thereto
3. Contribution to knowledge building and knowledge sharing by focusing on achievement of the following results:-

Qualification
Education/Experience/Language requirements
Education : High school diploma required.Secondary Education with specialized certification in Finance an asset. A BA or MA degree may substitute required years of work experience.
Experience : 7 years of relevant experience in providing accounting services.
Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions) and experience in handling of web-based management systems.
Language Requirements : Fluency in written and oral English. Knowledge of second UN working language desirable.
