Organizational Context and Scope
The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok is one of the nine IOM Regional Offices that oversees and provides strategic and technical support to IOM activities within the region. Within the ROAP structure, the Regional Resource Management Unit provides support to over 27 IOM country offices within the region on financial, human resources and other administrative functions.
Under the overall supervision of the Regional Director in Bangkok, and under the direct supervision of Regional Resource Management Officer (RRMO) and in close coordination with the relevant units in Headquarters (HQs), Administrative Centres in Manila and Panama, the successful candidate will be responsible and accountable for providing support in the administrative, budgetary, financial, information technology, procurement, logistics to support the operations and project/programme activities in response to the need of the region.
Responsibilities and Accountabilities
- Review budgets for new project proposals in coordination with Programme Managers, Chiefs of Mission and Project Development /Emergency Officers.
- Respond to inquiries from the Missions and provide guidance on resource management issues in accordance with the Organization’s regulations and procedures.
- Work closely with Resources Management Officers in the region on all financial and administrative aspects particularly in those missions with emergency operations.
- Provide oversight and systematically monitor the financial sustainability of mission in the region by analyzing variances between budget and actual expenditures and project commitments.
- Provide support to the Country Missions and coordinate all requests during yearly budgeting process.
- In coordination with the Office of Inspector General (OIG), follow up and assist missions with belated implementation of audit recommendations based on cost/benefit analysis.
- Act as the focal point and the catalyst for IOM Risk Management (IRM) initiative as far as Resources Management is concerned in the region.
- Based on systematic risk assessment in the region, undertake duty travel to provide administrative support to the Missions, and problem solving interventions as requested by the RRMO and/or RD/COMs.
- Perform reviews of internal control systems in the Missions and provide recommendations for improvement, enhancement and/or establishment of compensating controls as necessary.
- Undertake duty travel for investigating irregularities/frauds which should include recommendations to strengthen internal control to mitigate risks in the Missions. Depending on the number of cases, coordinate with the Ethics and Conduct Office (ECO) to follow up the cases on regular basis.
- Produce instructions and procedures to complement or to adapt the general instructions of IOM, taking into consideration the volume of activities, staffing and the constraints and specific needs of the Missions.
- Provide support and guidance to the Missions during external auditing of IOM offices and/or programmes in the region.
- Support the overall management of the RO’s office premises, equipment, vehicles and supplies.
- Perform as the Officer in Charge for the RO Resources Management Unit when required.
- Perform such other duties as may be assigned.

Required Qualifications and Experience
- Master’s degree in Accounting/Finance, Public Administration or Business Administration, with a professional certification as chartered accountant or certified public accountant; or a related field from an accredited academic institution, with five years of professional experience in financial management, accounting and budgeting; or
- University degree in the above fields with seven years of relevant professional experience
- Experience in auditing and/or internal controls;
- Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
- Ability to prepare clear and concise reports including internal guidelines and procedures;
- Ability to supervise and direct staff;
- Knowledge of IOM accounting systems, software and procedures a distinct advantage;
- High level of computer literacy, in particular, experience in computerized accounting systems and software.
Languages
- Fluency in English and in Thai required.
