VACANCY ANNOUNCEMENT

Regional Senior Midwife Trainer-Advisor

for provincial obstetrical care development support in Khammouane, Laos

Expected starting date: 1 June 2017

Job type: 12 months renewable

 

The Luxembourg Development Cooperation Agency (Lux-Dev) assists the Ministry of Health of Laos through the Lao-Luxembourg Health Sector Support Programme phase II (LL-HSSP II), to strengthen the health system and health service delivery in Lao PDR, in particular for neonatal, maternal and child care in the provinces of Bolikhamxay, Khammouane and Vientiane.

Among other support activities, the LL-HSSP II provides a comprehensive package of training and coaching to improve the quality of nursing and midwifery practices and management in provincial and district hospitals.

The PSO is currently seeking a highly qualified Regional Senior Midwife Trainer-Advisor (SMTA), with posting in Thakhek, Khammouane province.

The main function of the SMTA will be to assist, guide and coach the Provincial Hospital Management and the Provincial Health Department in the planning, implementation and monitoring of a strengthened Basic and Comprehensive Emergency Obstetrical and Neonatal Care (BEmONC and CEmONC) Package.

 

The main areas of responsibility are:

  • To provide advice and coaching to the Hospital Management and physicians to assess and improve the standards of the obstetrical, midwifery and neo-natal care practices, as well as patient and ward management, in according to international levels;
  • To act as in situ trainer to provide context-based teaching in obstetrical/midwifery procedures and practice;
  • To act as a change manager for progressive introduction of continuous quality improvement procedures for BEmONC and CEmONC in the provincial and district hospitals;
  • To monitor hospital and staff performance, based upon agreed BEmONC and CEmONC  indicators, and provide feed-back on progress to provincial and national authorities;
  • To perform as a team member to the provincial LL-HSSP II support mechanism.

 

Required candidate profile:

  • Registered Midwife or Nurse-Midwife Practitioner (minimum Bachelor Degree) with additionally a Master diploma in midwifery and/or at least 10 years of hospital midwifery experience, in maternity wards / labour room, including 5 years at management positions (Head Nurse-midwife level);
  • Additional qualifications and experience in teaching midwifery / obstetrical theory and practice, either on site or at training institutions, preferably in the Southeast Asia Region;
  • Professional body registration and a valid license to practice in home country;
  • Experience with Health Services Accreditation schemes is an advantage;
  • Proven experience in nurse-midwifery training or coaching midwifery improvement programs in Southeast Asia;
  • Able to be a pro-active member of a multi-cultural team and have excellent interpersonal communication skills to guide and motivate collaborators;
  • Previous experience in working with international organizations and/or NGOs, and/or Lao Health Services is an asset;
  • Fluency in both Lao/Thai and English (written, spoken);
  • Good computer skills required (MS Office, other productivity tools).

 

The post will be based at the provincial health directorate of Khammouane province (Thakhek, Khammouane Province) in Laos. Fieldwork will take place in provincial, district hospitals and in selected health centers of the province of Khammouane.

 

Salary: Competitive salary and benefit package based on qualifications and experience.

Duration of contract: Initial one-year contract, renewable.

Expected starting date: 1 June 2017.
