Job description

Roles:

This position is responsible for managing the Child Protection Programmes and a team of project managers / specialists in the design, implementation and evaluation of related projects, leading to demonstrable outcomes and impact as identified in the Country Child Protection program. Being a thought leader on Child protection and gender transformation with sound people-centred team management experience, the Child Protection Program Manager will be accountable for overall program quality assurance in the program operations, ensuring efficient support to the implementing Program Area/unit and to Program Partners, programmatic innovation and growth, outcome monitoring and national level networking and advocacy in the context of Child Protection and Gender Equality. 

Responsibilities :

1. To assume the overall management of the Child Protection Country Program / Projects including :

  • Driving new program/and project design in collaboration with the CO Child Protection Country Program Area and Program Managers
  • Assuring supervision of activity (output and outcomes) and financial planning and management of the related Programs under the Child Protection Country Program
  • Guaranteeing Child Protection Country Program outcome tracking and monitoring, as well as internal and external documentation of achievements and identify viable opportunities for reaching programmatic scale and impact
  • Supporting and backstopping Project Managers/specialists in training community s’ effective grant management and act as key programmatic liaison person to donors and Plan National Offices (Nos) in the programmatic components of the projects.
  • Guaranteeing the development of new and high quality program-centered grant within the context of Child Protection and gender transformation
  • Implementing Child Protection Country program level activities at national level where relevant

 

2. To Ensure that all projects and activities under the Child Protection Country Program adhere to right-based approach and Gender equality and transformation framework, principles and standards

3. To assure solid and results-oriented team management of the project managers/specialists in the Child protection Country Program Unit

4. To develop and implement a system of quality assurance of the overall implementation of the Child Protection Country Program

5. To ensure positive relationships with and adequate support provision to implementing Plan Thailand Program Units/Areas and program partner

6. To provide internal and external thought leadership (thematic expertise) in the area of Child Protection and Gender mainstreaming , including (but not limited to) through promoting program integration, innovation, presentation of Plan’s work at high level forums and identifying research initiatives

7. To develop and lead internal and external communication plan within the Country program as to assure Plan’s voice and leadership on Child protection and gender transformation is recognized in Thailand and beyond – in collaboration with the Co Communications Department

8. To lead participatory and evidence-based policy advocacy within the context of Child Protection and Gender equality in Thailand

9. To assure setting up or contributing to relevant networking initiatives on Child protection in Thailand and to pro-actively engage in relationship building with a variety of other actors(from Government to non-state actors)

10. To be an active contributor to the Program Department mission and annual key performance objectives

11. To provide input as a constructive member of the Program Management team and as such contribute to Plan in Thailand’s Program quality agenda

Qualification

  • University graduate at Master’s level in as development field related to Child protection and Gender mainstreaming or equivalent through work experience
  • At least 3 years of (senior) program management experience within the development sector, with working experience with international NGOs, donors, government at all levels as well as with non-state actors
  • Proven track record in developing publications, documentation, article and/or successful project proposals

Experience :

  • Demonstrable, progressive experience in planning, research, monitoring and evaluation of programs and projects related to Child Protection from a child rights-based perspective
  • Experience and sensitivity to gender mainstreaming in programs and gender transformation
  • Experience in working with a variety of actor including Government agencies, non-state actors and donors at different levels
  • Experience in research, monitoring and evaluation as a core function of progressive development practice
  • Experience in coaching , training and facilitation, working with children and communities and managing child-centred programs and projects would be an advantage

Knowledge and Skills :

  • Result-oriented and pro-active management experience , including strong team building and problem-solving skill and attitude
  • Broad understanding of the development environment in Thailand and sensitivity to working with partners in a participatory and promotional fashion
  • Through understanding and application of a right-based approach to development
  • Knowledge of practical lobbying and advocacy tools and commensurate skills in this area, including negotiation skills at an advanced level
  • Advanced conceptual and analytical skills in the area of expertise
  • Ability to build external relationships and networks at and advanced level
  • Excellent written and oral communication skills both Thai and English
