SNV Netherlands Development Organisation seeks a Regional Information Services Specialist for the Southeast Asia regional Core Agriculture Support Project (CASP) Phase II. This project will support the Asian Development Bank and the governments of the Greater Mekong Sub-region (Cambodia, China, Laos, Myanmar, Thailand and Vietnam) to create a more integrated, climate-friendly agricultural sector in the GMS. The outcome will be enhanced market access for environment-friendly agricultural products, particularly certified products using reduced agrochemicals. The five outputs are: (i) strengthened regional framework and capacity for agri-food quality management; (ii) established electronic trade of environmentally-friendly agri-food production of smallholders; (iii) increased adoption of gender-responsive and climate-friendly agriculture; (iv) facilitated knowledge management and dissemination; and (v) strengthened regional cooperation on agriculture in the GMS. 

Responsibilities:

• Providing technical leadership and management of the development of a regional information service for the agriculture sector;
• Ensuring consensus and buy-in for the proposed regional information services including data sharing agreements, data use protocols, and analytical reporting agreements;
• Overseeing and implementing the building of the regional information services network and its data population;
• Ensuring that national and regional capacity is built and available to operate the regional information services network and the subsequent analytics that may be demanded;
• Supporting national governments with the design, establishment and operation of national level data portals and information services connected to the regional information service network;
• Development of a business plan for the preferred regional information service network beyond 2017 and ensure wide consultation and concurrence on the business plan proposals,
• Ensuring that a transition or exit strategy is defined and implemented for the regional information service network based on agreements reached during system need assessments, and system design;
• Ensuring the regional information system is maintained and that its value addition is clearly demonstrated prior to June 2017.

General Qualifications

• At least a university degree or equivalent qualification in the related field
• At least a minimum of 10 years of relevant experience
• Experience in implementing projects in the GMS
• Sound and practical knowledge in relevant fields in Southeast Asia
• Strong interpersonal and communication skills
• Past experience with the ADB is desirable
• Proven capacity to work with teams operating at a distance
• Excellent communication skills in written and spoken English

Type of Contract:

• Consultancy contract with a competitive international salary package and possibility of extension.
• The position will be intermittent with 14 months level of effort over an 18 month period.
• The fee rates and per diems will be covered and consistent with ADB norms.
• Airfare assumptions are based on the highest cost assumption regarding consultant residence.
• Start date is estimated in April 2016
