Job description

(The position is contingent on award decision from the ADB) 


SNV Netherlands Development Organisation seeks a Private Sector Development and Value Chain Specialist for the Southeast Asia regional Core Agriculture Support Project (CASP) Phase II. This project will support the Asian Development Bank and the governments of the Greater Mekong Sub-region (Cambodia, China, Laos, Myanmar, Thailand and Vietnam) to create a more integrated, climate-friendly agricultural sector in the GMS. The outcome will be enhanced market access for environment-friendly agricultural products, particularly certified products using reduced agrochemicals. The five outputs are: (i) strengthened regional framework and capacity for agri-food quality management; (ii) established electronic trade of environmentally-friendly agri-food production of smallholders; (iii) increased adoption of gender-responsive and climate-friendly agriculture; (iv) facilitated knowledge management and dissemination; and (v) strengthened regional cooperation on agriculture in the GMS.

 

  • Oversee the design and implementation of demonstration sites and pilot projects on gender-sensitive and climate-friendly agriculture;
  • Conduct evaluation upon project completion and prepare pre-feasibility reports of each pilot as inputs for future ADB projects;
  • Conduct necessary capacity building or training programs, produce knowledge products, and organize a regional forum(s) for GMS countries;
  • Provide inputs in the selection of potential demonstration sites and pilot projects related to e-trade in the supply chains, natural and organic agriculture, efficient use of nitrogen fertilizer, and green water management;
  • Supervise the national secretariat support consultants to work with governments to identify and coordinate with private firms and civil society organizations active in agriculture sector development in the GMS countries who may be interested to participate in the establishment of demonstration sites and/or pilot implementation projects;
  • Arrange for the conduct of necessary pre-feasibility studies for selected candidates for pilot implementation;
  • Develop and/or review proposed agribusiness models or mechanisms and implementation arrangements, including financing plan for the demonstration sites and/or pilot projects;
  • Collect gender-disaggregated baseline and establish and implement appropriate monitoring system;
  • Supervise the implementation of demonstration sites and pilot projects and help to prepare regular progress reports and impact evaluation reports for each site and pilot. 

Qualification

  • At least a university degree or equivalent qualification in agriculture, natural resource management, business or other relevant field
  • At least a minimum of 10 years of relevant experience implementing projects related to climate smart agriculture, value chain development, gender-sensitive agriculture and/or agribusiness development
  • Experience in implementing projects in the Greater Mekong sub-region
  • Strong interpersonal and communication skills
  • Past experience with the ADB is desirable
  • Proven capacity to work with teams operating at a distance
  • Excellent communication skills in written and spoken English

 

Type of Contract:

  • Consultancy contract with a competitive international salary package and possibility of extension.
  • The position will be intermittent with 12 months level of effort over 18 month period.
  • The fee rates and per diems will be covered and consistent with ADB norms.
  • Airfare assumptions are based on the highest cost assumption regarding consultant residence.
  • Start date is estimated in April 2016
