Job description

National Secretariat Support – (2 people in Bangkok & Beijing)

 

(The position is contingent on award decision from the ADB) 

 

SNV Netherlands Development Organisation seeks National Secretariat Support for the Southeast Asia regional Core Agriculture Support Project (CASP) Phase II. This project will support the Asian Development Bank and the governments of the Greater Mekong Sub-region (Cambodia, China, Laos, Myanmar, Thailand and Vietnam) to create a more integrated, climate-friendly agricultural sector in the GMS. The outcome will be enhanced market access for environment-friendly agricultural products, particularly certified products using reduced agrochemicals. The five outputs are: (i) strengthened regional framework and capacity for agri-food quality management; (ii) established electronic trade of environmentally-friendly agri-food production of smallholders; (iii) increased adoption of gender-responsive and climate-friendly agriculture; (iv) facilitated knowledge management and dissemination; and (v) strengthened regional cooperation on agriculture in the GMS. 

 

  • Coordinate with respective government counterpart and contact points in other government agencies, and CASP consultants, in providing technical, managerial, and administrative support to ensure timely implementation of activities and programs under the CASP, which guides regional cooperation in agriculture in the GMS;
  • Facilitate the coordination and communication between CASP, government counterpart, focal points in implementing agencies, and engaged project specialists to ensure efficient implementation of CASP-related activities;
  • Assist in the organization and facilitation, as well as preparation of materials and quarterly reports for national and sub-national training workshops, seminars, conferences, studies, field visits, missions, and seminars in country of assignment in coordination with engaged specialists;
  • Assist engaged specialists on pilot projects, including identification of farmer groups and/or key participants in pilot studies in country of assignment;
  • Collect relevant information and data needed for assessment studies, baselines, and monitoring and evaluation from relevant authorities and institutions in country of assignment;
  • Report on physical and financial activities of CASP in a timely manner;
  • Obtain necessary permits and/or paperwork for the smooth implementation of CASP-related activities;
  • Develop a network of experts and stakeholders in country of assignment and facilitate their engagement via AINS platform;
  • Prepare the necessary written formal communication exchanges on CASP activities at the national and sub-national levels in consultation with the Agriculture Program Manager/Team Leader;
  • Ensure that all CASP-related national and sub-national reports and studies from engaged specialists are compiled upon completion, and where appropriate assist in the translation of documents from local to English language;
  • Ensure that CASP activity reports are submitted to the Communication and KM Specialist and WGA Manager on a quarterly basis; and
  • Assist in disseminating research findings and knowledge products from CASP activities in country of assignment. 

Qualification

  • At least a university degree or equivalent qualification in the related field
  • Extensive knowledge and experience in relevant fields in the GMS
  • Experience in working with international consultants, and government institutions
  • Past experience with the ADB is desirable
  • Excellent communication skills in written and spoken English

 

Type of Contract:

  • Consultancy contract with a competitive salary package and possibility of extension.
  • The position will be full time 18 months level of effort and based in Bangkok, Thailand.
  • The fee rates and per diems will be covered and consistent with ADB norms.
  • Start date is estimated in April 2016
