Job description

USAID anticipates funding a Cambodia Malaria Elimination Project. The purpose of this contract is to enhance malaria control activities by providing technical assistance and support Cambodia National Malaria Center (CNM) to develop and evaluate an evidence-based Model Elimination Package for malaria. In addition, the project will work in five target Operational Districts (OD), to be determined in consultation with CNM and President's Malaria Initiative (PMI), where accelerated control activities will be scaled up with the goal of reducing the Annual Parasite Incidence (API). The Deputy Chief of Party will provide technical oversight, direction and vision of the project's indicators and workplans. The Deputy Chief of Party will work directly with the Chief of Party and will manage the varying technical specialists of the project. 

 

Duties:

  • Coordinate with the Chief of Party in providing programmatic leadership and overseeing the strategic planning of activities in support of the program goals and objectives, including the determination of program priorities and appropriate technical initiatives
  • Advise national counterparts on technical issues and participate in relevant advisory and/or working groups with counterparts, partner institutions, the Ministry of Health and all other local stakeholders
  • Represent IMA World Health and the program in public and professional circles through meetings, conferences, and presentations
  • Develop and modify as necessary the technical workplans and budget
  • Coordinate activities with other agencies and closely collaborate with key staff on implementing activities
  • Develop and support an evidence-based elimination model for malaria elimination in Cambodia
  • Support scale-up of high quality malaria control and prevention interventions where gaps in quality and coverage currently exist
  • Work closely with IMA HQ staff to ensure effective, timely and coordinated project implementation
  • Ensure technical compliance with USAID rules and regulations

Qualification

The position requires a competent and experienced person with the following attributes:

  • A MD, PhD and/or Master's in public health or a related field
  • Experience providing technical assistance to government and local partners to manage, intensify, and sustain malaria control and elimination efforts at national, regional, and community levels.
  • A minimum of 10-12 years of experience as Malaria control and elimination specialist, preferably in Southeast Asia
  • Provide technical leadership in implementing malaria control and prevention interventions
  • Provide capacity building support to strengthen national malaria surveillance systems and M&E appropriate for malaria elimination and control activities
  • A minimum of 5 years of comprehensive experience in managing and implementing USAID contracts and projects
  • Proven ability to liaise successfully with government ministries and to foster and maintain good working relationships with senior officials
  • Experience working in Cambodia's health context
  • Significant experience in an advisory role designing and/or instituting policy reforms at national, local, and community governmental levels
  • Proven presentation and writing skills
  • Fluency in English
  • Proficiency in Khmer is preferred
