Brighton College is delighted to be opening its first sister school in Bangkok, one of South East Asia’s most vibrant and successful capital cities. Brighton College Bangkok will open in August 2016, on an iconic and purpose-built 17-acre campus in central Bangkok, and will be comprised of a Pre-Prep (for 500 pupils aged 2 to 8), a Prep School (for 600 pupils aged 8 to 13) and a Senior School (for 400 pupils aged 13 to 18), with a pupil capacity of 1,500. It will aspire to become one of Asia’s leading schools.

 

Brighton College Bangkok will deliver the Brighton College curriculum, leading to IGCSEs and A-levels/IB Diploma, and its pupils will aspire to the leading universities of the world, including Oxbridge and the US Ivy League. Job description

THE ROLE

Job title  :  Bursar

Responsible for  :  All non-educational school operations

Responsible to  :  The Headmaster and the Board of Governors

 

BRIEF

The Bursar will have overall responsibility for the leadership and management of all non-educational aspects of the College’s operations and is accountable to the Headmaster and the Board of Governors for the use of all funds and resources made available to the College, and for the proper exercise of financial, contractual and other delegated responsibilities and authority.

 

KEY RESPONSIBILITIES

Strategic Direction and Development

  • Working with the Headmaster, the Board of Governors, Brighton College International Schools and the school’s operating company, open the College on time and within budget
  • As a senior member of the College’s Senior Management Team, provide support for the Headmaster and the Board of Governors in the formulation and implementation of the College’s development strategy

 

Management

  • Manage all non-educational aspects of the College’s operations
  • Manage a team of in-house specialists focused on finance, estate management, human resources, IT, development and marketing
  • Manage third-party suppliers and their contracts

 

Finance

  • Management of the College’s finances including, with the Head of Finance, the preparation of financial forecasts, budget monitoring and reporting, income and expenditure accounts, audit etc.
  • Advise the Headmaster and Governors on levels of the school fees
  • Advising on staff remuneration, for both teaching and non-teaching staff
  • General oversight, with the Head of Finance, of day-to-day accounting processes, including the payment of wages and salaries, authorising and monitoring expenditure, treasury and expenditure management etc.
  • Developing and implementing appropriate systems to monitor and manage departmental budgets and spend to date
  • Preparing cash flow projections for the current and future years
  • Maintaining financial control of capital expenditure projects
  • Undertaking financial appraisals of strategic initiatives
  • Managing relationships with professional advisors, including Auditors, Bankers, Insurance Brokers, and Facilities Management etc.
  • Supporting fund-raising activities as required

 

Estate Management Matters

The management of the College’s premises, including:

  • Directing and managing the procurement of capital projects, ensuring their delivery on time and on budget, and liaising with consultants
  • Overall responsibility for delivering improvements to and maintenance of buildings, grounds, sports and other facilities and swimming pools
  • The negotiation of cost-effective contracts, including utilities and facilities management
  • Overseeing site security, including fire protection
  • Managing the letting of the College premises to third parties, consistent with the needs of the College
  • Its IT infrastructure

 

The management of the staff accommodation estate, including:

  • Directing and managing the procurement of appropriate staff accommodation, ensuring the provision of such on time and to budget
  • Overall responsibility for monitoring the quality and maintenance of the leased residential estate
  • The negotiation of cost effective contracts, including utilities

 

Operations

The management of the College’s operations, including:

  • Formulating, monitoring and implementing the College’s policy to comply with the requirements of health and safety legislation including child protection policies
  • Co-ordinate all health and safety issues for the College and chair its Health and Safety Committee
  • Procurement management
  • Catering
  • Security
  • Insurance
  • The provision of minibuses and school transport systems
  • Liaison with key advisors to the College and other external parties

 

Legal/ Regulatory

  • Procuring legal advice for the Headmaster and Governors on employment matters, contract law and property legislation, and ensuring the College’s compliance on these matters
  • Management of the non-educational elements of relationships with key regulators
  • Ensure the College complies with all non-educational issues as required by regulatory or other bodies
  • Ensure compliance with Thai Labour Law and relevant good practice

 

Human Resources

  • Providing a human resource service for all staff, including contract documentation, visa and immigration issues, handbooks, maintaining personal files, vetting new staff and contractors
  • Producing, reviewing and documenting efficient and effective HR policies and procedures
  • The appointment and management, in consultation with the Headmaster as required, of all support and non-teaching staff
  • Supporting the Headmaster and other members of the Senior Management Team with the recruitment of academic staff
  • Supporting the Headmaster and other members of the Senior Management Team with the professional development and the performance review of staff

 

Development Office and Marketing

Supporting the Headmaster and other members of the Senior Management Team with development and marketing activities.

 

Projects

Supporting the Headmaster, other members of the Senior Management Team and the Board of Governors with any non-academic/educational projects identified by the College.

Qualification

THE PERSON

The Bursar will be the senior non-teaching professional in the College.

The successful candidate is likely to have the following attributes:

  • A successful track record of management and leadership at a senior level, ideally in educational and multi-cultural environments
  • First-class communication, presentation and people management skills, combined with patience, tact and diplomacy
  • A strong financial and commercial acumen, and the ability to assimilate, analyse and interpret financial data with ease
  • Demonstrate knowledge of property, health and safety, IT, contract and employment issues
  • An understanding of their limitations, and a willingness to seek professional advice where required
  • A natural leader and motivator with the energy, drive and strong inter-personal skills to inspire confidence in teaching and non-teaching staff at all levels, to deliver change in a complex organisation
  • An ability to delegate and to lead
  • A willingness to understand the regulatory and legal frameworks of Thailand and of the Thai Ministry of Education to ensure the College’s smooth operation
  • A genuine interest in education, and an ability to contribute as an active member of the College’s Senior Management Team
  • An understanding of the ethos of British independent education and of multi-cultural environments
  • The ideal candidate will be educated to degree level, with a financial, accountancy, estates management or other appropriate professional qualification

 

REMUNERATION

An attractive salary commensurate with the responsibility of the post will be offered.  This will be reviewed annually.
