Job description

UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to provide support to contract management and administration. The consultant will work closely with the Supply team providing technical advice and recommendations for contract management which is pertaining but not limited to planning, directing and managing the contracting process for services and goods under institutional contracts and purchase orders.

 

Work Assignment:

1) Participates in the procurement of services and goods, through planning and coordination with operations/programme sections. Provides technical advice on procedures and facilitates cost effective and efficient sourcing, solicitation and contracting in support of the country programme implementation.

2) Participates in the country programme strategy planning and review to advise on contracting requirements in the Annual Work Plans. Interprets and advises UNICEF East Asia and Pacific Regional Office and Thailand Country Office on policies and procedures related to complex contracting processes.

3) Ensures all procurement activities related to Institutional service contracts are in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual, and all other applicable procurement procedures.

4) Conducts contract management to ensure suppliers and contractors’ compliance to the Long Term Agreements (LTA), purchase orders and contract terms and conditions.

5) Provides technical advice to issue tender invitations to acceptable suppliers and contractors, evaluates quotations, clarify offers, and negotiates with suppliers and contractors as appropriate.

6) Makes recommendations for finalization of purchase, adjudicates offer in consultation with programmes and supply staff. Responsible for contract submission to Contracts Review Committee (CRC).

7) In collaboration with supply staff, evaluates suppliers and contractors with respect to delivery performance, product compliance and commercial acceptability.

8) Plans, designs and conducts training for UNICEF staff on contract management.

9) Any other duties or assignments as requested by the Supervisor.

 

End Product(s):

The consultant will guide UNICEF East Asia and Pacific Regional Office and Thailand Country Office on all matters related to contracting as indicated under Work Assignment above, including training on relevant topics on contracting.

 

Estimated Duration of Contract: 7 months

 

Official Travel: Official travel may be required.

Qualification

Qualifications or Specialized Knowledge/Experience Required:

  • Advanced degree in any of Social Sciences, Business Administration, law with focus on commercial law and business practice.
  • Specialized training in financial analysis, contract law, litigation and arbitration law, and procurement process preferred.
  • At least five years of relevant professional work experience in the field of contracting for services.
  • Experience in an international organization desirable, familiarity with the UN system is a plus.
  • Fluency in written and spoken English required. Knowledge of other UN official languages and of the language of the duty station is desirable.
  • Proficiency in the use of computers and especially in word processing, spreadsheets, graphic is a must.
  • Experience in use of common web engines.
  • Proven ability to conceptualize, plan and execute ideas.
  • Ability to express clearly and concisely ideas and concepts in written and oral form
  • Good analytical skills.
  • Good interpersonal and communication skills.
  • Proven ability to manage complex projects.
  • Ability to work effectively and harmoniously in an international multicultural environment.
  • Ability to work analytically and several projects simultaneously and meet short deadlines.
