Job description

The Young Child Survival and Development, UNICEF East Asia and Pacific Regional Office, is seeking an individual consultant to provide support to the regional office in accelerating country progress and improving national capacity in building adequate immunization supply chain management (iSCM) systems in multiple countries in East Asia and Pacific Region.

 

Purpose of Assignment:

To assist the Ministries of Health in developing quality Effective Vaccine Management (EVM) Improvement Plans (IPs) (for the countries with new EVM assessments planned in 2015) and adequately implementing EVM IPs, including ensuring availability and implementation of the standard operating procedures (SOPs) for good vaccine management practices, conducting temperature monitoring and vaccine wastage studies, scaling up introduction of 30-day Temperature Recorder (30 DTRs), identifying gaps in cold chain storage capacity and developing replenishment plans to ensure adequate cold chain capacity at all levels to accommodate new vaccine introduction in years to come.

Requests for assistance in the above areas were received from Cambodia, DPRK, Indonesia, Lao PDR, Myanmar, Philippines, Pacific, Timor Leste and Viet Nam. In addition, new EVM assessments have been planned in several countries in 2015, including Cambodia, DPRK, Indonesia, Myanmar, Timor Leste and Viet Nam.

 

Work Assignment:

Under the supervision of the Regional Immunization Specialist, the consultant will perform the following tasks.

1) To assess the latest progress against EVM IP in a given country, identify gaps remained and associated barriers, and advise technical solutions and practical steps forward;

2) To develop a workplan for 2015 (during the first visit to each country under the concerned contract) and follow-up plans (during the subsequent country visits) to map activities needed in order to address the gaps and barriers identified above;

3) To develop a feasible plan on scaling-up introduction of 30 DTRs and provide assistance in preparing for and conducting training once any country schedules it (applying to Cambodia, DPRK, Indonesia, Viet Nam);

4) To assist in designing, preparing for and conducting temperature monitoring and vaccine wastage studies in the countries that have not yet done so;

5) To assist in developing quality EVM IP following EVMA (applying to Cambodia, DPRK, Indonesia, Myanmar, Timor Leste, and Viet Nam);

6) To follow up on country progress against EVM IPs on a monthly basis, through country visits or remote communications (skype or emailing); and provide EAPRO with a well-written regional summary on theprogress and deliverables achieved by country on a quarterly basis (applying to Cambodia, DPRK, Indonesia, Myanmar, Timor Leste, and Viet Nam);

7) To provide debriefing to the Health Section in EAPRO at the beginning, middle and end of the contract (3 times), and additionally, should the need arise for face-to-face contact to work through critical issued.

 

End Product:

1) Develop a planner and update it regularly; and submit it by end of each month as well as by end of the contract;

2) Submit weekly one-page summary report (with daily activity record attached), by next Monday following a given week;

3) Provide debriefing to RO by end of each country visit, through Skype or a visit if being scheduled;

4) Submit a trip report after each country visit, within 7 days after completion of a given visit;

5) Submit a quarterly summary including progress and deliverables achieved by country against EVM IPs, by 20 June 2015, 20 September 2015; 20 December 2015 and 5 March 2016 respectively.

 

Estimated Duration of Contract:

180 working days during 6 April 2015 – 5 March 2016 (170 days in-country mission and 10 days preparatory/report-writing time).

 

Official Travel:

In the consultant’s short visits to EAPRO, the consultant is expected to receive briefing at the beginning of the contract; and provide comprehensive debriefing to RO after the first half of the contract and at the end of the contract.

The consultant is expected to visit each of the targeted countries two times over the contract period, with 28 working days per country. However, the number of country visits and exact dates and duration of each country visit will be negotiated with government counter-parts and may be subject to change.

Qualification

Qualifications or Specialized Knowledge/Experience Required:

  • University degree in public health, pharmaceutical sciences, engineering or related sciences;
  • Minimum 8 years’ professional work experience in public health with 6 years’ experience in immunization programme, and demonstrated experience in resource-limited environments;
  • Demonstrated knowledge and expertise in developing capacity in the area of iSCM (particularly comprehensive EVM, 30 DTRs);
  • Detailed knowledge of WHO/UNCEF recommended vaccine management practices and vaccine management assessment tools;
  • Strong interpersonal, communication and writing skills;
  • Ability to lead/train a group of individuals and impart knowledge. Skills in adult training methodology are strongly preferred.
