Job description

The Young Child Survival and Development, UNICEF East Asia and Pacific Regional Office, is seeking an individual consultant to provide support to the regional office in conducing comprehensive Effective Vaccine Management (EVM) assessments as a lead assessor in four EAPR countries.

 

Purpose of Assignment:

To assist the Ministries of Health in planning, preparing and conducting comprehensive EVM assessments based on a global standard protocol, in four EAP countries, namely Cambodia, DPRK, Timor Leste and Viet Nam.Based on relevant global recommendation, countries are required to conduct EVM assessments every three years, aiming to assess performance of in-country immunization supply chain systems and measure progress made following the previous EVM assessments (if applicable). In Cambodia, DPRK, Timor Leste and Viet Nam, the most recent EVM assessments all took place in 2011-2012, thus all are due for new EVM assessments in 2015.

 

Work Assignment:

1) Before arrival in country, the following tasks should be completed:

     (a) Conduct a desktop situational analysis;

     (b) Download latest version of tools and documents from EVM website;

     (c) Select sites to be assessed; and

     (d) Prepare for assessment.

2) Upon arrival in country, the following tasks should be completed:

     (a) Brief the MoH;

     (b) Facilitate training in EVM;

     (c) Plan field visits, questionnaire collection, data cleaning and data analysis;

     (d) Assess the national vaccine store, one service facility and one intermediate store;

     (e) Clean the assessment data;

     (f) Analyze assessment data and draft report;

     (g) De-brief MoH; and

     (h) Present assessment findings and recommendations to MoH and in-country EPI partners.

3) After departure from country, the following tasks may be completed:

     (a) Submit report and dataset to WHO/UNICEF for review; and

     (b) Collaborate with MoH to finalize assessment report and dataset.

Work Schedule:

The anticipated timeline and exact dates in each country will be adjusted based on the final plans by respective Ministries of Health:

1.  Country: Viet Nam

     Projected Work Days In Country (not incl weekends): 26 working days

     Projected Work Days (Prep/Report): 4 days

     Anticipated Timeline: 1-30 April 2015

 

2.  Country: Timor Leste

     Projected Work Days In Country (not incl weekends): 26 working days

     Projected Work Days (Prep/Report): 4 days

     Anticipated Timeline: 1-30 July 2015

 

3.  Country: DPRK

     Projected Work Days In Country (not incl weekends): 26 working days

     Projected Work Days (Prep/Report): 4 days

     Anticipated Timeline: 1-30 September 2015

 

4.  Country: Cambodia

     Projected Work Days In Country (not incl weekends): 26 working days

     Projected Work Days (Prep/Report): 4 days

     Anticipated Timeline: 1-30 October 2015

 

5.  Country: Thailand

     Projected Work Days In Country (not incl weekends): 4 working days

     Projected Work Days (Prep/Report): 0

     Anticipated Timeline: 2 debriefing sessions (2 days each), in August and November 2015 respectively

 

Total Projected Work Days In Country (not incl weekends) : 108 days

Total Projected Work Days (Prep/Report) : 16 days

 

End Product:

For each of the four countries, by end of each assignment, the consultant is required to complete and submitthe following:

  • Draft EVM report with recommendations for review
  • Draft cleaned raw dataset for review
  • Draft Assistant tool for review
  • Final Site Selection tool
  • Final EVM report with recommendations
  • Final raw dataset

 

Estimated Duration of Contract:

124 working days over the period of 1 April – 31 December 2015 (108 days in-country mission and 16 days preparatory/report-writing time).

 

Official Travel: To UNICEF EAPRO, Bangkok for 2 debriefing sessions and to/from 4 countries (Viet Nam, Timor Leste, DPRK and Cambodia)

Qualification

Qualifications or Specialized Knowledge/Experience Required:

  • University degree in public health, pharmaceutical sciences, engineering or related sciences;
  • Minimum 8 years’ professional work experience in public health with 6 years’ experience in immunization programme, and demonstrated experience in resource-limited environments;
  • Demonstrated experiences in conducting EVM assessments as a lead assessor;
  • Detailed knowledge of WHO/UNICEF recommended vaccine management practices and vaccine management assessment tools;
  • Strong interpersonal, communication and writing skills;
  • Ability to lead/train a group of individuals and impart knowledge.
  • Skills in adult training methodology are strongly preferred.
