Job description

Purpose of the Position

Accountable for the design, implementation and monitoring of a digital media strategy for public information, youth participation and civic engagement, knowledge dissemination and advocacy for improved policies on the protection and well-being of children in Thailand, including improved policies and practice in support of children’s and young people’s access to and use of digital media opportunities.


Major Accountabilities

1. Public information: Ensuring relevant national and international audiences (including media, civil society, government partners and donors) have a clear understanding of the aims, objectives, activities and results of the work of UNICEF in Thailand and of the cooperation between UNICEF and the government to promote and protect child rights.

2. Youth and public engagement:
Ensuring the Country Office has established and active mechanisms and forums (offline, online, using SMS and other emerging technologies) for dialogue and engagement with youth and civil society across the country. This includes partnership with youth organizations and young influencers, as well as coalitions of digitally active citizens, decision makers and influencers.

3. Knowledge dissemination and advocacy.
Ensuring aligned to the broader knowledge management and public advocacy strategies of the Country Office, digital media (including social media, relevant websites, apps, SMS and other emerging technologies) are actively used to raise awareness on child rights, share evidence, best practices, and lessons learned; digital media is used as an advocacy tool for specific programme initiatives.

4. Improved policy and practice in support of children and young people’s access to, and use of, digital media.
The government has an evidence-based policy on supporting children and young people to use digital media opportunities in a safe and constructive way, parents and other care-providers are informed and guided on how to support children’s safe use of digital media, and broader public understanding of children and young people’s use of digital media, along with associated opportunities and risks, has been strengthened.

5. Monitoring and evaluation. Ensure that baselines relating to digital communication are established against which the achievement of objectives of the digital strategy are regularly evaluated; analysis is undertaken to continuously improve the effectiveness of the strategy, approach and activities; results and reports are prepared and shared on a timely basis.

6. Capacity building and support. Ensure that senior management, communication colleagues and the country programme team are provided with professional expertise and advice on all aspects of digital communication as required; opportunities are identified and addressed for building digital capacity in the office and among relevant partners.

Qualification

Qualifications of Successful Candidate

  • Advanced university degree in Communication, Media, Public Relations, Marketing or related field.

** A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. **

  • Minimum five years of progressively responsible and relevant professional work experience in digital media and communication.
  • Thai Nationals.
  • Experience in an international organization desirable, familiarity with non-profit organization work is a plus.
  • Fluency in written and spoken English and Thai required.
  • Proficiency in the use of computers and digital media applications.
  • Strong knowledge on digital communication including online and social media management, production, digital media monitoring, SMS and mobile.
  • Having familiarity with current trends and innovations in digital media safety and policy.
  • Proven ability to conceptualize, plan and execute ideas.
  • Ability to express clearly and concisely ideas and concepts in written and oral form.
  • Good analytical, negotiation and interpersonal skills.
  • Proven ability to manage complex projects and a track record of success.
  • Ability to work effectively and harmoniously in an international multicultural environment.
