Job description

UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to provide technical support in HIV&AIDS programme support on data and research under Regional HIV/AIDS section.


Work Assignment:

The consultant will assist the HIV & AIDS section in carrying out planned activities for 2015, in support of the section’s 2015 work plan; namely, the elimination of new HIV infections in children, HIV prevention, testing, treatment for children, adolescents at higher risk of HIV and pregnant women.


S/he will perform the following tasks:

  • Support the HIV team to collate, synthesize and analyze data from a variety of secondary data sources, and prepare graphs/charts/tables for regional meetings;
  • Research, organize and maintain databases of scientific literature on new and emerging interventions and strategies through web search;
  • Support the eMTCT validation committee to collect, compile and review the quality of reported PPTCT related data for countries identified for eMTCT validation;
  • Update the adolescent and HIV report with the latest data available and support finalization of the report;
  • Support the HIV team to write/edit/review reports/outputs (e.g. multi-country analytical reports on HIV & AIDS trends and responses, best practice documentation, etc.);
  • Synthesize country experiences and lessons learnt from implementation of HIV & AIDS programmes, which include preparation of relevant reports for current and potential donors, and other interest groups or organizations – i.e. donor reports, funding proposals, concept/research papers;
  • Assist in writing/preparing programme-related documents;
  • Serve as rapporteur for HIV related meetings; and
  • Support HIV&AIDS section on relevant tasks as assigned by the Regional HIV&AIDS Adviser.


Deliverables:

  • Graphs/charts/tables based on research, synthesis and analysis of HIV & AIDS data from variety of secondary data sources
  • Analytical reports/programme related documents, presentations for further refinement and final review by the Regional HIV &AIDS Adviser
  • A brief progress report at the end of each month summarizing work done, work planned for next month and progress towards production of end products.


Estimated Duration of Contract:

1 February – 31 July 2015 (6 months). The work will be office-based from Monday-Friday in Bangkok, Thailand.

Qualification

  • Master’s degree in social science, communication, public health, or related field;
  • 5 years progressive experience in programme planning and data management at international level of which at least 3 years in the areas of HIV/AIDS, especially prevention of parent-to-child transmission, prevention among adolescents and young people at risk of HIV exposure, monitoring and evaluation and organization of inter-agency fora;
  • High quality oral and written communication skills, including proven ability to conceptualize, analyze and articulate ideas in writing for all types of media and audiences;
  • Working knowledge of Stata or other statistical software such as SPSS or R strongly preferred;
  • Strong organizational and interpersonal skills with the ability to work both independently and as a member of a multicultural team;
  • Proven ability to conceptualize, analyze, plan and manage programmes as well as to transfer knowledge and information;
  • Knowledge of computer management and familiarity in applications including Word, PPT, Excel including basic skills in web content management and Internet searches;
  • Flexible, proactive, takes initiative, and works well under time pressure and able to work independently and effectively in a team.
