Job description

Purpose of the Position

Under supervision of section chief, accountable for professional technical contribution to project design, planning, implementing, administration, monitoring and evaluation of programme/project activities, data analysis and progress reporting, and commitment for enhancement of teamwork and capacity building, in support of achievement of planned objectives of the work plan, aligned with country programme goals and strategy, with an emphasis on addressing gender inequalities.

Major Responsibilities

  • Ensure the availability of accurate, complete and up-to-date information required for effective HIV/AIDS and Adolescents/youth programme and project design, implementation, management, monitoring and evaluation, including gender disaggregation; provide support to government and non-government partners for scaling up Adolescent interventions. Draft sound programme plan and budgetary.
  • Enhance project efficiency and effectiveness through implementation, convergent programming with other sectors; follow-on activities with various implementing partners, including gender-specific monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance. Conduct field visits to monitor programme progress at all levels including interventions at provincial or sub district level
  • Accurately analyze collected data and information and prepare progress reports including monitoring and reporting indicators by gender; draft changes in HIV/AIDS – Adolescents/youth project work plans and assist in identification of resources as well as in the drafting of Country Programme Recommendation and other project documentation, using agreed-upon gender and equity related indicators where needed; assure accuracy and consistency with established rules, regulations and plans of action, and provide support for consultation with partners as required on planning and implementation of Country Programme activities.
  • Responsible of programme implementation and corresponding budget utilization according to UNICEF rules and regulations.
  • Accountable for knowledge generation and capacity building relevant to Adolescents and HIV/AIDS, this includes but not limited to publications, materials and training package.
  • Ensure the effective communication and networking developed and maintained through partnership and collaboration, with particular emphasis on understanding gender inequalities and on practicing gender mainstreaming where applicable.

Qualification

  • Advanced university degree in Social Sciences, Health, Public Health, Family Health, Nursing, or a field relevant to international development assistance in HIV/AIDS. *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • At least two years relevant professional work experience in the field. Experience in knowledge management. Training and experience in social welfare, HIVAIDS, or Youth and Adolescents programming.
  • Experience in monitoring gender disparities and programme interventions that reduce these disparities.
  • Professional technical Knowledge of theories, principles and methods in one of the following areas: Health, Public Health, Maternal and Child Health, HIV/AIDS, Social Work, Behavior Change, or a discipline relevant to international development assistance in HIV/AIDS.
  • Knowledge on 1) UNICEF communication goals, visions, positions, policies, guidelines and strategies, 2) UNICEF policies and strategy to address national and international issues, including emergencies, 3) Gender equality and diversity awareness, an asset.
  • Meet UNICEF Core Value and Competencies: Commitment, Diversity &Inclusion, Integrity, Communication, Working with People and Drive for Results.
  • Experience with United Nations or other international organizations; good understanding of world affairs, current events and international development issues.
  • Global human rights issues, specifically relating to children and women, and current UNCEF position and approaches.
  • Excellent command in writing and speaking English and Thai.
  • Computer literacy, including internet navigation, office applications.
  • Thai Nationals.
