Job description

Location: Duty station is Ministry of Agriculture and Forestry (MAF) in Vientiane, (with frequent travel to Sayabouly Province (70% of time)

Duration: One year 

Starting date: January 2015

Project background:

The “Soum Son Seun Jai (SSSJ) – Community-based Food Security and Economic Opportunities Programme” is a rural development initiative in the provinces of Sayabouli and Oudomxay in Northern Lao PDR carried out jointly by the Government of Lao PDR, the International Fund for Agricultural Development (IFAD), the World Food Programme (WFP) and Lux-Development.

The SSSJ Programme will contribute to the reduction of extreme poverty and hunger in Xayabouly and Oudomxay Provinces by ensuring sustainable food security and income generation for the rural poor in the 225 target villages, benefitting about 17,000 households. LuxDev is providing Technical assistance (TA) to SSSJ implementing partners.

In the above context, LuxDev is now looking for an experienced development expert to advise and strengthen the capacity of the Provincial Programme Coordination Unit and the 4 District Programme Coordination Units in Sayabouly province with regard to management (planning, financial/procurement, M&E) and applied development approaches and modalities related to the implementation of the SSSJ programme.

Qualification

Qualification required: 

  • Postgraduate degree in rural economics, agriculture or related fields;
  • At least 10 years of work experience;
  • Minimum of 7 years of proven record in partnership development with national agencies and international donors, translating policy principles into effective policy and program interventions in the field, strong ability to take initiative to move projects forward to achieve articulated results;
  • Minimum of 7 years of proven record in building human and organisational capacities, and local ownership for  Government agencies;
  • Minimum of 3 years proven track in positions like PCA in project and personnel management (domestic and international environment);
  • Minimum of 3 years working directly on the development of functional result based monitoring and evaluation systems;
  • Lao language and cultural understanding highly desirable.
  • Willingness to stay in Sayabouly for substantial part (70%) of his/her time
