Purpose of the Position

Under the overall supervision of Regional Chief of Operations, the staff member will be responsible for providing administrative/logistics support and assisting the Regional Chief of Operations in performing his/her oversight, quality assurance and technical advisory responsibilities on operational matters to the 14 country offices in East Asia & Pacific Region. Particular emphasis on budget process, audit/control self-assessment, compiling/monitoring data on performance indicators, and risk management review.

Major Responsibilities

  • Assist the Regional Chief of Operations in the regional budget process and review of budget submissions, including developing processes, identifying budget errors in system database, compiling documentation for Programme & Budget Technical Review Team process.
  • Compile documentation and follow up of Programme Budget Review decisions, prepare draft budget reports, midterm review and annual reports and monitor budget implementation status for all offices in the region.
  • Review request of budget transfer from country offices and draft report for review by the supervisor.
  • Provide support on periodic briefing/ Capacity building exercise for Operations Officers /Operations staff in the region on Budget and Costing System, Management Report, Share Point and Yammer.
  • Ensure all strategic operations management issues, trip reports, management review, audit and best practices are captured and stored for easy reference.
  • Consolidate the Management Indicators of the Region, update and analyze the Operations Oversight Indicators, prepare quarterly report for the supervisor and material for Operations Group meetings.
  • Provide administrative support to the supervisor on travel arrangement, travel documentation, budget monitoring, travel claim and trip report.
  • Support the supervisor in performing his/her duties as per global changes, e.g. UN reform agenda for operations, communication technology/IT, e.g. Lync, SAP (UNICEF VISION) and Management Dashboards.
  • Monitor status of implementation of audit recommendation and maintain up-to-date audit file and status of audit in the quarterly performance management report. Assist the supervisor in preparation of the status of recurring audits and root causes for Regional Management Team meeting.
  • Support country offices responding to request for documents, make clarifications on operation process, act as Bidding Officer, and others.

Qualification

  • Completion of secondary education. University degree with training in relevant field is highly desirable, supplemented by technical courses in a field related to the work of the organization.
  • Minimum seven years of progressively responsible work, direct experience in budget planning process is desired.
  • Experience in UN administrative/accounting/financial procedures/process is an advantage.
  • Knowledge of UNICEF Budget Costing System and Management Reports are an asset.
  • Proven Proficiency of MS Office and MS Visio as well as strong knowledge of general computer and communication concepts and procedures.
  • Excellent command of writing and speaking in English and Thai.
  • Ability to handle and complete multitasks within the deadline.
  • Good communication, coordination and attention to detail.
  • Tact, discretion, self-starter and good judgment.
