                                            Regional Manager: Asia and Eastern Europe

                                   Salary circa £42,000 per annum plus benefits of up to 16%

                                                               Based Brighton, UK

The International HIV/AIDS Alliance works with communities through local, national and global action on HIV, health and human rights. Our vision is a world without AIDS.  Since 1994, the Alliance and its partners have supported over 3,000 projects, in over 40 countries, reaching millions of people.  There is much more to be done. The epidemic continues to result in the death of millions of people every year and 34 million people globally are living with HIV – many denied their human rights, access to medicine and care.

The International HIV/AIDS Alliance is seeking a Regional Manager: Asia and Eastern Europe to lead on the development and learning of the Alliance’s work in the region. 

The Regional Manager will be required to provide strategic direction in order to achieve the Alliance Strategy: HIV, Health and Rights 2013 – 2020, whilst ensuring that Alliance Linking Organisations and the HIV response are sustainable, focussing on working with Linking Organisations in middle income countries to generate income from non-Official Development Assistance (ODA) sources.  The Regional Manager will represent the Alliance Secretariat and will ensure effective knowledge sharing and professional relationship building with partners, national governments and relevant donors.

The successful candidate must have significant knowledge of the socio-economic and political realities of the region and senior experience in working for the Ministry of Health or Government on health issues. An awareness of organisational sustainability strategies and experience of working in non-ODA and domestic funding environments are also essential requirements of the role.

Job Reports to  :  Associate Director Asia, Eastern Europe, Latin America and the Caribbean

Direct Reports  :  Asia and Eastern Europe team

Main function  :

The Regional Manager will lead the achievement of the Alliance Strategy ‘HIV, Health and Human Rights 2013-2020 in Asia and Eastern Europe. This includes supporting Linking Organisations (LOs) in the region in delivering the Alliance strategy and results, focussing efforts on sustaining the HIV response and working with LOs of middle income countries on generating income from non-Official Development Assistance sources.

The Regional Manager leads efforts to support improved efficiency of linking organisations as well as the coverage and quality of HIV and health programmes and their greater integration with national programmes and decentralised services.

Responsibilities:

SUSTAINABILITY AND ORGANISATIONAL DEVELOPMENT

Objective: Strong, independent, sustainable LOs contributing significantly to the national AIDS response

  • Support LOs to strengthen/develop relations with their governments towards an improved domestic funding and integration of the HIV response;
  • Maintain up to date LO profiles and strategic development plans for all LOs in the region; utilise LO profile data for analysis and planning of LO support and manage focussed capacity building of LOs in the sub-region;
  • Work closely with LOs and Secretariat Team on Accreditation and provide briefings on the Alliance Charter and Linking Agreement and other engagements with the Alliance family;
  • Lead on decisions for mitigating organisational risks and contribute actively to Alliance wide risk management;
  • Lead on proposal development in participation with LOs, in co-ordination with the resource mobilisation team;

 

LO STRATEGY AND HIV PROGRAMMING

Objective: Quality, community based programmes delivered by strong LOs at scale in accordance with the Alliance Strategic Framework 

  • Lead and develop strategy to operationalise the Alliance strategic framework in AEE and support the development of LO-lead country level strategy;
  • Lead Secretariat efforts to work with LOs according to segmentation and where we can have the greatest impact on the epidemic;
  • Provide guidance on effective and high quality HIV programming and approaches in line with Alliance values and based on best practice;
  • Contribute and promote Secretariat and LO efforts for the successful development of Alliance centres and technical support hubs.

 

TEAM MANAGEMENT

Objective: Effective and motivated Asia and Eastern Europe team

  • Line manage members of the team based in the UK Secretariat;
  • Ensure that staff in the UK and abroad are supported through appropriate training and development activities, line management, regular appraisals and performance management practices in accordance with Alliance policies;
  • Participate actively in organisational, Secretariat and team planning, information sharing and team building.

 

REPRESENTATION, COMMUNICATION, POLICY AND KNOWLEDGE SHARING

Objective: Effective representation, communication and knowledge sharing within and outside the Alliance

  • Keep abreast of key country context level developments where linking organisations operate and maximise policy and positioning opportunities for LOs using the Secretariat global and regional connections;
  • Identify opportunities and promote LO to LO sharing and initiatives of key programme, services, policy and sustainability efforts;
  • Ensure high level co-ordination of the team and across Secretariat departments;
  • Ensure that appropriate knowledge sharing systems are in place, promote and contribute to organisational wide approaches to knowledge management;
  • Build and maintain key relationships across the sub-region including developing and maintaining productive relationships with key staff and board members of Alliance partners;
  • Act as a representative and advocate for LOs both within the Alliance and externally.

 

OTHER DUTIES

  • Undertake other responsibilities not outlined above which are appropriate for a role of this nature, including one off support to other programmes as agreed with the line manager.

Qualifications / Education / Knowledge

Essential

  • Relevant post-graduate qualification and/or equivalent experience.Significant knowledge of the socio-economic and political realities of Asia and Eastern Europe.

Experience required

Essential

  • Senior experience working for Ministry of Health or Government agency on health.
  • Experience in working in non Official Development Assistance and domestic funding environments.
  • Significant working experience based in Asia on health or topics related to HIV in middle income countries
  • Line management experience.
  • In-depth understanding of organisational development, risk management and effective mitigation strategies.
  • Awareness of organisational sustainability strategies.

Desirable

  • International experience of working in HIV or health.
  • Senior experience of working in multi-lateral agency in the response to HIV, sexual transmitted infections or sexual and reproductive health.
  • Experience of working with NGOs or civil society organisations.
  • Experience of distance management.

Abilities and Skills required

Essential

  • Ability to communicate effectively in English, both verbally and in writing. 
  • Fluency in a 2nd language relevant to the region.
  • Proven strategic thinking, planning and analytical skills. 
  • Ability to represent the Alliance internationally in front of a wide range of audiences. 
  • Strong people management / leadership skills.
